The New York City Transit Riders Council says it found some of the worst stations are in areas the city has invested the most to redevelop.
It evaluated 50 stations in 34 categories including platform conditions and lighting.
Among the worst stations: 179th Street-Jamaica on the F line in Queens and 149th Street-Grand Concourse on the 4 line in the Bronx near where the new Yankee Stadium is being built.
Both stations are in city-designated economic development areas.
New York City Transit blamed a lack of funding.
The council is an advisory panel to the Metropolitan Transportation Authority.
