The General Assembly authorized Bysiewicz in 2005 to obtain voting technology to bring Connecticut into compliance with new federal standards.
In addition, a state law enacted this year requires recounts in 10 percent of voting precincts statewide to confirm that the new voting technology works. Bysiewicz says there is no way to comply with state law using the lever machines.
